Pilot regions and pilot work

Zhytomyr, Poltava and Kharkiv regions were nominated as the pilot regions for the Project.

The Project will provide the pilot regions with appropriate expert aid in developing and implementing activities on hospital organisational planning and the functional restructuring of the secondary care network.

The Project will be implemented on two different levels in each of 3 pilot regions: at the oblast level it will cooperate with the Regional Healthcare Department on strategic master planning and involving oblast hospitals, and at the district level it will reach out to selected district hospitals with master planning for local hospital services.

The Project will facilitate improving the local authorities' capacity in managing the process of secondary healthcare provision for the general public. It will present an upgraded model of financial management and develop recommendations on rational resources utilization aimed at improving quality and accessibility of medical services for the population of the above-mentioned regions. The reform opportunities provided by the Laws and other legislative documents of Ukraine will be examined as the pilot regions become testing grounds for promising new patterns. At the same time, The Project will assist the MoH on making recommendations on changes to healthcare laws and orders.

The Project activities will also focus on improving management skills of hospital managers and administrators, and develop investment planning skills to assist planning for hospital reconstruction. Representatives from the pilot areas selected through the Regional Healthcare Departments will take part in seminars and training events. The Project will also assist the MoH through advice on quality management systems for hospitals, and recommendations on advancing informational technologies, those meant  for improving hospital networks in particular.

New financial and management methods for the Ukrainian healthcare system will be tested on the basis of the pilot regions.The  experience of the projects previously implemented in the Zhytomyr, Kharkiv and Poltava regions will be used, such as: separation of  the payer and provider functions; autonomy for hospitals, change of their business-legal status and organization of activities; introduction of contractual relations based on government contracts between a healthcare provider and party acting on behalf of the payer, which will also be making payments for health care services included in the state guarantee package for providing the general public with free healthcare on behalf of the interested parties (patients).

All of the above-mentioned will enable improving independence and versatility of hospital decision-making, facilitate the imrpovement of health care quality in the context of clinical efficacy and make it more efficient from the economic point of view.
