Public hearings in on further healthcare system development Korosten, Zhytomyr oblast

Public hearings “Healthcare system reform: current state and further steps” supported by the Project were held on 1 October 2009 in Korosten, Zhytomyr oblast. The event was attended by: the head of organization, medical and preventive treatment, pharmacy and healthcare management marketing department at Zhytomyr oblast state administration, Mrs. Gryshchuk Valentina; head of Korosten rayon state administration, Mr. Kostyuchenko Sergiy; head of Lugyny rayon state administration Andriy Semenenko, deputy head of Korosten rayon state administration, Mrs. Sklyarevska Katerina; deputy head of Lugyny rayon administration Victor Davydjuk, head doctor of Korosten central rayon policlinic                                                                                                                                                                                                                                                                                        Mr. Kaminsky Ivan; head doctor of Lugyny CRH Serhiy Chornyi, heads of local village councils of Korosten and Lugyny rayons, EU Project experts: Mr. Peter Tinsley, Mr. Sergiy Dyachenko, Ms. Luchsheva Natalya; chairman of the international journalistic association “Health without frontiers”, Mr. Gorbasenko Igor; chairman of the Public Movement “The Ukrainians against Tuberculosis” Foundation, Mr. Rudenko Vitaliy; journalists of Zhytomyr oblast public television and radio company.

Mr. Sergiy Kostyuchenko, the head of Korosten rayon state administration, opening discussion sequence, noted inefficient utilization of resources due to existing over-expanded rayon healthcare network. Performance improvement of provision of healthcare services is the current objective for the rayon.

The head of organization, medical and preventive treatment, pharmacy and healthcare management marketing department at Zhytomyr oblast state administration, Mrs. Gryshchuk Valentina, characterized the current state of healthcare system of Zhytomyr oblast.

The head doctor of Korosten policlinic of the central rayon hospital, Mr. Kaminsky Ivan, stated that “…the current pattern of healthcare system in Korosten oblast proved its inefficiency in new social and economic conditions, which may observed by its activity indexes: primarily, low access and quality of healthcare services, as well as poor health of local population”. Mr. Kaminsky presented the concept of healthcare reforming of healthcare system in Korosten rayon and Korosten city for the year 2010, emphasizing on the following strategic reforming activities:
- accessibility of healthcare services for population;
- quality improvement of healthcare services;
- efficiency enhancement of healthcare services provision;
      - raise in awareness on volumes and types of healthcare support

The EU Project expert, Mr. Sergiy Dyachenko, presented the Project guidelines on optimization of the healthcare facility network in Zhytomyr oblast.
