The Project has carried out the third two-day national seminar on “Modern Methods of Healthcare Management and a Possible Method of Sector Reform”.

The third two-day national seminar on “Modern Methods of Healthcare Management and a Possible Model of Sector Reform” was held by the Project on 18-19 March 2009.

This event was the final one in a series of seminars for oblast healthcare administrators, outlining the Project experience in its pilots (Kharkiv, Poltava and Zhytomyr oblasts) and own innovations of local authorities in other oblasts of Ukraine. It also covered issues of correspondence of those initiatives to the best EU practice. The audience took part in discussion aimed at developing opportunities for implementation of reform for local HC systems. Such discussions let us draft some recommendations on adapting the Project elaborations in other oblasts.

 

In general, the seminars were attended by representatives of Kyiv, Vinnytsya, Khmelnytskyi, Rivne, Ivano-Frankivsk, Ternopyl, Mykolaiv, Cherkassy, Donetsk, Odessa, Chernihiv, Lviv, Poltava, Zhytomyr and Kharkiv oblasts, representatives of the Ministry of Healthcare, Institute of Strategic Research of the MOH, non-governmental organization “Health without Boarders”, journalists of “Apteka” and “Vashe Zdorovja” newspapers as well as “Healthcare Institution Management” magazine.

Summarizing the seminars’ activities, Mrs. Zhdanova Myroslava, Director of the Health Care Organization Department of the MOH, focused on importance of information obtained by participants of the seminars held. Representatives of those oblasts which are only starting implementation of healthcare changes, in particular, had an opportunity to share their experience with those regions having long reforming practice on PHC and SHC services delivery level. Mrs. Zhdanova noted that reforming rate is directly dependent on political will and readiness of local authorities and heads of healthcare institutions, as well as understanding and support of their healthcare staff.
