Survey among healthcare staff and patients has been carried out

Development of effective quality management mechanisms for healthcare is a complex problem of high priority for Ukrainian healthcare. Organizational/managing weak points of the national healthcare system basically provoke dissatisfaction with healthcare services level, their efficiency and access among the patients.

For the period since 10.06.2008 and up to 15.07.2008 the Project “Support to Secondary Healthcare Reform in Ukraine” was carrying out a survey among healthcare staff and patients of Poltava Sklifosovsky M.V. oblast clinical hospital, Poltava city hospital and Dykanka rayon hospital. Relevance of the stated survey was primarily based on need of finding new ways for support to high quality of healthcare services for population, while taking into account new high-cost technologies, financing gaps for the field, rise of patients’ demands on level of healthcare services.

Presentation of the survey results was delivered on 20.08.2008 at the premises of Healthcare department of Poltava oblast state administration and attended by the deputy head of Healthcare department of Poltava oblast state administration, Mr. Kurylko Y.V.; head of Dykanka rayon state administration, Mrs. Lelyuk L.I.; chief doctor of Poltava Sklifosovsky M.V. oblast clinical hospital, Mr. Skalyansky Y.V.; chief doctor of Dykanka central rayon hospital, Mr. Girnyak Y.J.; statistic department head of the 4th city hospital, Mr. Shevchenko Y.Y.; head of the medical unit of the 4th city hospital, Mrs. Vozna N.O.; chief doctor of the oblast health center, Mrs. Durdykulieva N.I.; oblast health center specialists, Mrs. Mykhalyk T.O., Mrs. Nezdoymynoga T.I.; OPTV “Ltava” journalist, Mrs. Kolachynska O.G.; deputy head of the public collegiate board, Mr. Shamanenko O.P., head of the healthcare department of “Poltavsky Visnyk” newspaper, Mrs. Goloborodko T.A., head of the healthcare department of Dykanka rayon state administration, Mrs. Manych N.M., Director of the Project “Support to Secondary Healthcare Reform in Ukraine”, Mrs. Abovskaya Oxana; Project experts: Mr. Gura Andriy, Mr. Yakhno Valeriy, Mrs. Louchsheva Natalya.

The survey was of anonymous type and aimed at improvement of healthcare HR performance and improvement of hospital functionality. In order to carry out the stated survey, two types of questionnaire sheets were drafted: for patients and healthcare staff. Data of 1161 sheets have been processed so far (897 – of patient and 264 – of HC staff type. Each questionnaire sheet was marked with a specific code (hospital 1,2 or 3) to outline the results from every hospital within the general structure of the data obtained.

General (patient) questionnaires were aimed at healthcare services quality assessment provided for a patient during his/her stay at a hospital or doctor visit, as well as trust level assessment for a patient to his/her doctor, healthcare staff attitude, etc.



Healthcare HR role in provision of healthcare services is of great importance, as behavior and attitude of every employee directly influences service quality. Data obtained as the result of healthcare HR survey will help to assess a healthcare service quality, analyze working conditions for a hospital staff, nature of labor relationships between healthcare employees, possibilities for professional development and incentives for postgraduate education, efficiency of cooperation between different hospital wards and departments, keeping to hygienic and sanitary conditions, etc.



A questionnaire also included an important element of defining healthcare HR attitude to mistakes in their activities.

 

Results of the survey carried out within the frames of the Project will let chief doctors improve conditions of a patient’s stay in healthcare facilities and enhance HR working conditions at a hospital.
