In the period from July 1st till July 9th, 2008 the project “Support to Secondary Health Care Reform in Ukraine” conducted a Study Visit to Italy, Austria and Slovenia for the project partners from the Ministry of Health of Ukraine, the three oblast state administrations in the pilot regions (Zhytomyrska, Poltavska and Kharkivska) and National Academy of Postgraduate Education named after P.L.Shupyk
The purpose of the Visit was to study and analyze the different ways that the delivery of health care services is organized, financed and managed as well as to see applicability of various country reform models and scenarios examined for Ukraine. The regional strategic planning and priority setting approaches were addressed by speakers from the local administrations, hospitals, territorial medical administrations and local governments.
In particular, during the meeting of Ukrainian delegation with Prof. Vladimir Kosic, Regional Commissioner for Health and Social Protection in Trieste, Italy, and Dkfm. Maximilain Miggitsch, Director, Department of Business Affairs with Contractual Partners, in Klagenfurt, Austria, questions on how the regional priorities of healthcare system shaped its structure and organization were discussed.
Multi-sectorial collaboration and creation of a healthcare system, which is addressing patient needs and allows coordination of continuous medical and social care were the topics of discussion for the Ukrainian specialists and Dr. Marco Zanor - City Mayor, Dr. Catia Pagnutti - City Commissioner for Social Services and Dr. Pierluigi Struzzo - general practitioner and Director of the Primary Healthcare Centre.
