Regional seminar “Legal Aspects of Implementing of Hospital Okrugs Strategy in Ukraine” was held in Poltava on 11 November, in Zhytomyr on 13 November and in Kharkiv on 17 November 2008.

6-7 November 2008 the Project held its Middle Term National Conference dedicated to the results of its work in the first year of the Project.

28 October 2008 – at the Ministry of Health the Project held a Round Table Press Meeting on the topic «How can the organization of hospital care be improved».

The 30th September 2008 saw the third meeting of the Steering Committee of the European Union-funded Project “Support to the Secondary Healthcare Reform” held at the Ministry of Healthcare of Ukraine

Regional seminars on “Political and Legal Aspects of Implementing European Approaches to Hospital Restructuring and Hospital Network Planning in Ukraine” were conducted on September 11th in Zhytomyr, September 18th in Poltava and September 25th in Kharkiv. Among the seminar’s participants were representatives of healthcare departments of regional state administrations; heads and economics experts of regional, central district and city hospitals as well as regional state administrations officials and Project experts Bela Kaunzinger, Lutz Steinhaus, Volodymyr Rudiy, Christian Bonhomme, Eero Linnakko, Serhii Diachenko, Nataliia Louchsheva.

The Synthesis Report «Reforming Secondary Health Care in Ukraine: Background and Options» was presented on 30 September 2008 in the course of the Third Project Steering Committee. This Synthesis Report sets out background to EU and Ukrainian experience with SHC and offers options for a way forward with SHC reform.

The latest “Labyrinth” social-political talk-show of Kharkiv oblast state TV-compamy dedicated to healthcare reforms was aired on 26 August 2008 and attended by representatives of EU Project “Support to secondary healthcare reform”.

Development of effective quality management mechanisms for healthcare is a complex problem of high priority for Ukrainian healthcare. Organizational/managing weak points of the national healthcare system basically provoke dissatisfaction with healthcare services level, their efficiency and access among the patients.

The memorandum of understanding on implementation of EU Project “Support to secondary health care reform in Ukraine” in Blyznyuky and Lozova rayons of Kharkiv oblast was signed on 25.06.2008, based on results of recent negotiations between leading officials of Blyznyuky rayon public administration, Lozova rayon public administration, executive board of Lozova city administration of Kharkiv oblast, Central health care department of Kharkiv oblast public administration and the above mentioned EU Project.

In the period from July 1st till July 9th, 2008 the project “Support to Secondary Health Care Reform in Ukraine” conducted a Study Visit to Italy, Austria and Slovenia for the project partners from the Ministry of Health of Ukraine, the three oblast state administrations in the pilot regions (Zhytomyrska, Poltavska and Kharkivska) and National Academy of Postgraduate Education named after P.L.Shupyk

On June 25th 2008, the EU Project ‘Support to the Secondary Healthcare Reform in Ukraine’ organized a meeting of the National Press Club entitled ‘Reforming Secondary Healthcare: Current State and Further Steps’ on the premises of the National Union of Journalists of Ukraine. The success of reform in the healthcare sector depends on many factors. One of them is an informed understanding of the essence of any proposed changes, and support on behalf of society in general. Through informing the population of the reform’s progress, and thus helping to shape public opinion, the media are central to the process. On June 25th 2008, the EU Project ‘Support to the Secondary Healthcare Reform in Ukraine’ organized a meeting of the National Press Club entitled ‘Reforming Secondary Healthcare: Current State and Further Steps’ on the premises of the National Union of Journalists of Ukraine.

On 20 June 2008 the project experts Dr. Greta Ross, Vasil Ananiev, Natalia Louchsheva took part in the briefing “EU-Ukraine cooperation projects in environment and public health”.

On June 10th 2008, Project experts Bela Kaunzinger, Volodymyr Rudyj, Serhij Diachenko, and Natalia Louchsheva took part in “The Labyrinth”, a live talk-show of the Kharkiv TRC.
