On 19 November 2009, the team leader of the EU Project “Support to secondary healthcare reform in Ukraine”, Ms. Oxana Abovskaya, met the Head of Zhytomyr Oblast Council, Mr. Franzus Vitaly.

On the 10th of November 2009, Project Director, Ms. Oxana Abovskaya participated in a Round Table meeting with the topic: “How Can Health Care In Ukraine Be Reformed?”, which was organized by the weekly periodical “Komentari”.

On the 28th of October, 2009, the Jury decided to extend the timeframe of the contest: any material published or broadcast at national or regional TV or radio and on the Internet within the time frame from the 1st of January till the 30th of November, 2009, will be regarded as contesting material.

On 23 October 2009 Project held a seminar for heads of rayon state administrations, representatives of local executive authorities and self-governing bodies as well as for healthcare managers of Khmelnitska oblast entitled “Advanced healthcare management methods in EU and possible reforming pattern in Ukraine”.

The Project organized and held a two-day seminar “Healthcare organization and management” for chairs’ representatives on 12-13 October 2009 in Bucha town of Kyiv oblast. The seminar was attended by representatives of higher medical educational establishments of graduate and postgraduate education: O. Bohomolets Kyiv national medical university, P.L. Shupik national medical academy of postgraduate education, Kharkiv medical academy of postgraduate education, Poltava Ukrainian medical dentist academy, Danylo Halytsky Lviv national medical university, Crimea state medical university, Gorbachevsky Ternopil medical university, Bukovina state medical university, Odessa state medical university, Zaporizhzhya medical academy of postgraduate education, Ivano-Frankivsk national medical university, Lugansk state medical university, Uzhgorod state medical university, Pyrogov Vinnytsya national medical university, Gorky Donetsk state medical university, Ukrainian military medical academy. Ms. Oxana Abovskaya, the Project team leader, analyzed the current situation in Ukrainian healthcare and stated basic directions of the Project activities. The audience was presented with vision of the Project experts on further healthcare system development. According to Ms. Abovskaya, only local authorities and self-government bodies can make all key decisions necessary to initiate healthcare reforming process, considering the current Ukrainian legislation. Local self-government bodies own healthcare facilities. Hence, they are responsible for their operations and provision with healthcare services for those in need and when the need arises. Local public administrations are budget assets managers (according to the Budget Code of Ukraine) and hence they bear responsibility for aimed allocation of those assets. But in this case finances must be spent on population of relevant territories and not beds or hospitals.

The EU Project “Support to secondary healthcare reform in Ukraine” together with the Ministry of Healthcare held the workshop “Healthcare quality management and clinical audit, as main components of healthcare reforming strategy” on 28 - 29 September 2009 at Kyiv municipal House of Teachers by the following address: Kyiv, Volodymyrska str. 57.

Public hearings “Healthcare system reform: current state and further steps” supported by the Project were held on 1 October 2009 in Korosten, Zhytomyr oblast.

The Project held a third briefing on healthcare entitled “Insurance medicine: solidarity, equity and accessibility” on 29 September 2009. The briefing was organized in the framework of the journalistic contest for national mass media “Changes in you may change the world”. The contest aims at better coverage of issues of further healthcare system development in Ukraine. The event was carried out at the blue hall of the House of Scientists at NAS of Ukraine

EU Project “Support to secondary healthcare reform” has developed a theme-based Internet blog, in order to engage population into discussing healthcare reform-related issues. The new blog will become a powerful informational resource and give its visitors an opportunity to discuss various problems of current state and further development of healthcare system.

On 15 September 2009, the second briefing “Hospitals’ role for qualified specialized healthcare services” was held by the Project in line with the national journalistic contest “Changes in you may change the world”. It was aimed at covering issues, dealing with further development of healthcare system in Ukraine.

EU Project “Support to secondary healthcare reform in Ukraine” facilitated three one-day seminars for representatives of local executive authorities and self-governing bodies on 12-13-14 August 2009 in Dnipropetrovsk at request of the Ministry of Health of Ukraine. They dealt with the “Role of local executive authorities and self-governing bodies in an advanced reform of healthcare system in Ukraine”.

On 30 July, EU Project “Support to the secondary healthcare reform” held a press-conference to launch the national journalist contest “Changes in you may change the world” to better cover those issues, dealing with further healthcare system development in Ukraine.

Public debates on “Secondary healthcare reform: current situation and following steps” were held on 8 July 2009 in Berdychiv rayon of Zhytomyr oblast. They were actively supported by the Project “Support to secondary healthcare reform in Ukraine”, civic movement foundation “Ukrainians against TB”, international journalistic association “Zdorovja bez kordoniv” (Health without limits).
